Do You Need a License to Build an SPKLU? Understanding IUJPTL & SPKLU ID

If you’re interested in building an SPKLU — whether at a mall, toll rest area, fleet depot, or business complex — you’re likely asking one of the most important early questions:
What legal steps are required to build and operate it?

There are two mandatory components in the licensing process:

  • The SPKLU ID (required for all units, regardless of who operates them)
  • The IUJPTL license (required only if you’re selling electricity directly)

This blog breaks down what each license means, who needs it, and what could block your SPKLU if they’re not secured properly.

Licensing for SPKLU: Do You Really Need IUJPTL and an SPKLU ID?

Let’s break down who needs what — and what happens if you skip either.

SPKLU ID – Mandatory for All Installations

Every SPKLU unit in Indonesia must be registered with the Ministry of Energy and Mineral Resources (ESDM). This is called an SPKLU ID.

Why It Matters:
  • Without this ID, your charger can’t legally operate or connect to the PLN system
  • This ID is issued after your charger passes the SLO (Sertifikat Laik Operasi) — a safety and system conformity test
  • It is tied to a specific charger and location
Who Needs to Apply:
  • The site owner, developer, or operator (whichever entity owns the charger or operates it)
  • If you’re partnering with a licensed operator, they may handle this on your behalf

⚠️ Common Pitfall:
Some developers assume that installing the hardware is enough. But without the SPKLU ID, the site can’t operate — even if the charger is functional.

IUJPTL – Do You Need a License to Sell Charging Services?

IUJPTL stands for Izin Usaha Jasa Penunjang Tenaga Listrik. It’s a license issued by the Ministry of ESDM that allows you to commercially sell electricity through SPKLU.

✅ You DO need IUJPTL if:

  • You want to operate your SPKLU independently
  • You want to set your own pricing and charge users directly
  • You are not partnering with PLN or a licensed third party

❌ You DON’T need IUJPTL if:

  • You’re only providing the land or infrastructure (mall or parking owner)
  • You partner with a licensed IUJPTL operator to run the system
  • You’re working under a POSO model (PLN Operated, Site Owner)

FAQ: Licensing & Registration

Q: Can I operate a charger without IUJPTL if I’m just the landowner?
A: Yes — but you must partner with a licensed IUJPTL holder to handle operations.

Q: Is SPKLU ID required for each unit or per location?
A: Each charger must have its own registered SPKLU ID.

Q: What happens if I skip the SPKLU ID or IUJPTL process?
A: You risk regulatory shutdown, disconnection from PLN grid, or ineligibility for public access via PLN Mobile.

What Else Is Required to Launch Your SPKLU?

While this blog focuses on legal registration, the full compliance path includes:

  • Grid connection approval from PLN
  • A valid SLO (Sertifikat Laik Operasi) for the charger hardware
  • OCPP compliance, technical integration with PLN or private OS
  • If integrated with PLN, you must ensure tariff sync and app visibility

We'll cover technical standards and site planning in upcoming articles.
