In Indonesia: All SPKLU deployments -- public or private -- must be performed in accordance with strict guidelines from the Ministry of Energy and Mineral Resources.
This blog is for you to know:
- How electricity charging rates and service charges operate.
- What are your constraints towards fast and ultra fast chargers.
- What Pingalax facilitates compliant operation.
Tariff Structure: The Foundation of SPKLU Pricing
All SPKLU operators should adhere to the base tariff of electricity from PLN:
PLN Electricity Tariff (Permen ESDM No. 1/2023): → Rp 2,466.78 / kWh
(pre service markup)
This is the price only for energy. It is non-negotiable and should be charged through PLN’s system (for grid-connected SPKLUs).
Service Fees: What Can You Legally Add?
Service fees are permitted to cover investment, infrastructure and operation costs for SPKLU operators — though these are also regulated. Kepmen ESDM No. 182.K/2023, the maximum allowable service fees are:
To cover investment, infrastructure, and operation costs, SPKLU operators are allowed to charge service fees — but these too are regulated.
According to Kepmen ESDM No. 182.K/2023, the maximum allowable service fees are:
| Charger Type | Max Service Fee (per kWh) | Max Fee Per Session |
|---|---|---|
| Fast Charger (50–150 kW) | Rp 933.22 | Rp 25,000 |
| Ultra-Fast Charger (>150 kW) | Rp 1,133.22 | Rp 57,000 |
*The fees are limited to protect users and bring similar prices between SPKLU networks.
What if You Go Well Beyond That Limit?
Violators of rules like these face; regulatory penalties, loss of SPKLU operating license (SPKLU ID), delisting from PLN Mobile App and project delay or forced reapproval. Which is why technical and software readiness is essential like pricing logic has to be baked into the backend of your platform.
How Pingalax Keeps Operators In Compliance
Pingalax does not set your business model or pricing — but we do help ensure that your SPKLU operations stay compliant and reliable.
Pingalax does not dictate your business model or pricing — but we do provide assurance that your SPKLU operations remain compliant and reliable to your customers. Pingalax provides:
- Charging hardware (AC, DC and Ultra-Fast) rated by government categories.
- Pingalax OS, which includes: Monitoring of load and cost, regulation-aligned tariff setting. Monitor usage for reporting and audit.
- Works with PLN-linked systems or isolated management.
You remain the master — and the system makes sure you don’t inadvertently cross regulated thresholds.
Summary: What You Must Know
- The base electricity price = Fixed by PLN.
- Service fee = a maximum under government regulation.
- Your operating system should have the capability to enforce such limits.
- Pingalax only supports the technical execution and doesn’t define your business model.
